Outsourcing SaaS development to Brazil: what to expect

Brazil shows up on US shortlists for a simple reason: it is the largest pool of software engineers in the Americas outside the United States, and its working day almost entirely overlaps with the East Coast. What is harder to find is a plain description of what actually happens once you hire a Brazilian team: what you sign, how you pay, what the time zone looks like on a Tuesday, and where it goes wrong.

This is that description. Written by the VTA team, a software house in São Paulo that sells exactly this, so the bias is obvious and declared. Where Brazil is the wrong choice, the article says so.

Why does Brazil show up on US shortlists?

Three facts do most of the work. First, size: GitHub's Octoverse 2024 report lists Brazil among the largest developer communities on the platform and one of the fastest growing. Second, time: São Paulo sits at UTC-3 all year, so a Brazilian workday covers almost all of an East Coast one. Third, cost: published hourly bands for Brazilian agencies sit inside the same $25 to $99 range as the rest of Latin America and Eastern Europe, which we measured across 22 agency profiles in August 2026 and discuss in our nearshore vs offshore comparison.

The third fact is the weakest reason to choose Brazil, and it is the one most vendors lead with. Rate differences between regions are smaller than they look once you count waiting, rework and specification effort. The first two are the strong reasons: there are a lot of engineers, and they are awake when you are.

What does the time zone actually look like?

Brazil stopped observing daylight saving time in 2019, as timeanddate.com documents, so the gap with US cities changes only when the US clocks move. The table assumes a São Paulo workday of 9am to 6pm and a US workday of the same hours in local time.

Current offsets are on timeanddate.com. The practical translation: from the East Coast you get the same working relationship you would have with a team in another US city. From the West Coast you get half a day, which is still enough for a question asked in the morning to be answered and acted on the same day.

How do contracts and payment work with a Brazilian vendor?

You sign with a Brazilian legal entity, identified by a CNPJ, the federal tax registration number. Anyone can verify a CNPJ and its status on the Receita Federal's public lookup; do it before signing, the way you would check a US vendor's state registration. Ours, for the record, is 66.966.469/0001-98.

The contract itself should contain what any software contract contains: the scope, the price, the delivery date, what happens to the price when scope changes, an assignment of intellectual property to you on payment, confidentiality, and the governing law. Brazilian vendors selling abroad routinely accept the client's state law and a US venue; if a vendor refuses, ask why.

Payment is in US dollars, by international wire, by card through a payment platform, or through a service like Wise or Payoneer. The vendor handles the currency exchange on its side. For your accountant, collect a Form W-8BEN-E from the vendor, which documents that it is a foreign entity for US withholding purposes. That is normally the only piece of US paperwork the relationship requires.

What about data protection and security?

Brazil has a general data protection law, the LGPD (Lei 13.709/2018), modeled closely on the GDPR: legal bases for processing, data subject rights, breach notification and a national authority. A Brazilian vendor is used to those obligations, which helps when your own customers ask about them.

That said, where your data lives is your decision, not the vendor's. For a US product, host in a US region of whichever cloud you use; the Brazilian team connects to it the same way a US team would. Access should be through named accounts with two-factor authentication, secrets should live in the platform's environment configuration and never in the repository, and production access should be limited to the people who need it. None of this is specific to Brazil. It is what you should ask of any vendor, and a good one will bring it up before you do.

What about language and culture?

English proficiency varies by team, and this is the first thing to check on a call rather than in an email. Written English in a proposal can be polished by anyone. Spoken English by the engineer who will explain why the deploy failed is what you are buying. Ask for the engineers, not the account manager, on the second call.

Working culture is closer to the US than people expect: direct feedback is normal, deadlines are taken seriously, and the engineering scene follows the same tools, conferences and open-source projects. Two differences worth knowing. Brazilian public holidays do not match US ones, so ask for the vendor's calendar for the year and put it in the contract. And Carnival, in February or March, is a real pause of a few days in most of the country.

What are the honest downsides?

Brazil is the wrong choice in a few situations, and it costs nothing to say so now instead of three weeks into a bad fit.

  • You need coverage while you sleep. A team one hour from New York is awake when you are, which is the opposite of what a follow-the-sun support rotation needs. For that, a team in South or Southeast Asia is the better buy.
  • Price per hour is your only constraint and the work is already fully specified. Brazilian rates overlap with Eastern European ones, and the cheapest published bands in our sample were not Brazilian.
  • You need to staff 30 engineers next month. Brazil has the people, but a small software house does not. Match the vendor's size to the ask.
  • Your product requires a US-based team for regulatory reasons, such as certain government or defense contracts. Nearshore of any kind is out of scope there.
  • You cannot get a straight answer about English on a call. Move on; the problem will not improve after signing.

A checklist before you sign

Ten items. If a vendor can tick all ten in writing, the remaining risk is the ordinary risk of any software project.

  • CNPJ verified on the Receita Federal lookup and matching the name on the contract.
  • A call with the engineers who will build the product, in English, before the proposal is final.
  • Specific overlapping hours in your time zone, in the contract, not the word flexible.
  • A scope document specific enough to argue over, and a fixed price against it, or an hourly rate with a ceiling.
  • Intellectual property assigned to you on payment; governing law and venue stated.
  • Repository, cloud accounts and domain created in your name on day one.
  • A W-8BEN-E on file and an agreed payment method with the currency stated.
  • The vendor's holiday calendar for the year.
  • A named person and a response window for production incidents during your business hours.
  • Retainer terms for after launch: what counts as a bug, what counts as a change, and what each costs.

Is Brazil a good country for outsourcing software development?

For US companies on the East and Central time zones, it is one of the best fits available: a large engineering pool, a workday that overlaps seven to eight hours with New York, and rates in the same band as other nearshore and Eastern European options. It is a poor fit if you need overnight coverage or the cheapest possible hour for fully specified work.

What is the time difference between Brazil and the US?

São Paulo is at UTC-3 all year, since Brazil ended daylight saving time in 2019. That puts it one hour ahead of New York from March to November and two hours ahead from November to March, four to five hours ahead of Los Angeles, and three to four hours behind London.
